I have always paid income tax. I object only when it reaches a stage when I am threatened with having nothing left for my old age - which is due to start next Tuesday or Wednesday.
The only peace that can be made with a dictator is once that must be based on deterrence. For today the dictator may be your friend but tomorrow he will need you as an enemy.
